Push metadata of a playlist to steering

Tank is able to read and store metadata from the files it loads, if it is present.

Dashboard is able to add or update the metadata if needed.

Dashboard should push this metadata to Steering, when a playlist is assigned to a timeslot.

The metadata should be added to (or update) the playlist field of the note corresponding to the timeslot.
