Docs: How to configure OIDC clients via CLI or UI?

• All projects dealing with OIDC need some documentation on how do config it
• At the same time it is confusing people a lot
• Document it globaly in the meta repo
• Refer from individual project to this global docs (steering, dashboard, tank)
