[STORY] As the radio station, I want to control which shows are listed by default

Currently, the API at /api/v1/shows/ lists all the shows.

The radio station should control which shows are listed by default (i.e. when the request has no query parameters).

This default should be expressed as a combination of Django settings.

@eigenwijsje just curious: why do you intent to solve this with Django settings and env var settings, rather than having a additional API endpoint or URL parameters for filtering, which only list shows with current schedules? This would be more explicit and not imply any show state in the API response.
