Simplify API View Sets and avoid repetitive code 

- Introduce `ActiveInactiveMixin` with the `get_queryset` method and `permission_classes`
- Use `ActiveInactiveMixin` for `Category`, `FundingCategory`, `Language`, `MusicFocus`, `Topic`, `Type` and `Host`
