Add active scheduling of "Station Fallback" in form of a default show

- Actively schedule Station Fallback when no planned timeslots are expected, to avoid wait time for silence detector
- Handle like a Default Station Playlist, similar to Default Playlists on schedule and show

In the o94 meeting on 2023-11-06 it was put emphasis on the importance of that behavior. Therefore increasing priority.

While this requirement is still to be evaluated on o94-side, @fm_margarethem mentioned following in dashboard#163 (moved):
In the last ProKo meetings, one more wish regarding a global setting came up: choosing / setting a default media source / playlist for every new timeslot that is created. E.g. the default media source could be set to "Studio" for a radio in which mostly live shows are done.

Is this not achievable with the virtual timeslots? If we assign a playlist to the virtual timeslot show and then use it in engine to schedule a "normal" timeslot? Or does this ticket describe something else?

As discussed this should avoid potential timeout issues with the silence detector i.e. if we notice an undesired delay between schedules and fallback, since the silence detector needs no meet the threshold settings. But at the moment it appears, that Liquidsoap identifies that there is no active channel and immediately moves to the fallback.
