Ability to edit Station Fallback playlist ID

As per API definition there should be a Station fallback playlist ID provided. There is no option to set this in Steering (nor Dashboard) though.
Right now Engine additionally provide some station fallback based on a local music folder. This might not be the primary solution for all users. https://gitlab.servus.at/autoradio/engine/issues/3
