Set a shorter, default timeout for Tank workers to clean up incomplete uploads

After discussion with @eigenwijsje and @kmohrf we concluded they should be cleaned up after 2mins idle time (no data received within 2mins).

I'm not sure if I remember correctly, but I think this was already changed. Is that correct @eigenwijsje and we should close this ticket?

The job-timeout for the importer is currently three minutes.

I don’t think we should reduce it further.
