[bug] auto-generation of notes during install/setup of AURA seems to fail

During the recent round of testing for the user roles & permissions, several users reported problems regarding read-write access to the timeslot editor page. One test report on aura.freirad.at:

"Einzelne Sendetermine konnten aber vom Host-Benutzer leider nicht bearbeitet werden.

Das hat so ausgeschaut:

Wenn in der Terminübersicht beim Sendungstitel des Einzeltermins “(keiner gesetzt)” stand, dann kam folgende Fehlermeldung auf einer neuen leeren Seite: “Du hast nicht genügend Berechtigungen.”

Anschließend scheint bei dem betreffenden Termin in der Übersicht als Sendungstitel “A title..” auf, die Seite des Einzeltermin lädt jetzt auch, aber man kann nichts bearbeiten.

Auch bei Einzelterminen, die bereits einen Titel und hinterlegte Infos hatten, funktionierte die Bearbeitung nicht."

Steps to Reproduce

1. log into a local AURA instance (aura.freirad.at or aura.fro.at) with a user who has host privileges
2. try editing timeslot infos for a show, on a timeslot where no show info is yet present

Expected Result

when installing AURA, notes for all timeslots should be auto-generated so users with host-privileges can access and edit them.

Actual Result

if the error occurs, two behaviours show up:

a) a user can access the timeslot's page but cannot edit any info for the timeslot

b) the timeslot editor does not load, leading to a blank page that declares "you have insufficient permissions"

Details

This bug was reported for local installations of the most recent AURA release on Freirad, FRO and o94. So it is likely related to errors that happen during the setup / install / updating process of AURA.
